NIH Changes Resubmission Policy
The NIH and the AHRQ have just released a notice that represents a significant change from current policy concerning resubmissions of applications that will impact many of our researchers. The former policy of limiting resubmissions has been repealed--almost. Until this change, if an original proposal (A0) was not funded, only one resubmission (A1) was allowed. If the A1 resubmission was unfunded, no further applications concerning the same area of inquiry were allowed. To submit another application in the same area, the NIH required, “significant changes in the scientific direction.”
Effective immediately under the new policy, an unfunded A1 resubmission may be submitted again without significant changes. This new submission (following an unsuccessful A0 and A1) will be treated as a new proposal and may not include an introduction to respond to prior review comments.
In summary, there is now no limit on the number of times a distinct application/idea may be submitted for consideration. However, there will be only one A1 application that can respond directly to reviewer comments, which is the application following the A0.

Based on Notice Number NOT-OD-14-043, the Department of Health and Human Services (DHHS), including NIH, operates under the Continuing Appropriations Act, 2014 (signed by President Obama on January 15, 2014). It is anticipated that non-competing research grant awards will be issued at a level lower (generally up to 90%) than what was issued in the most recent notice of award.
Additionally, in accordance with Executive Order 13655, the pay scale for Executive Level II was increased by 1 percent from $179,700 to $181,500 effective January 12, 2014. We are currently awaiting the official announcement from NIH regarding the Salary Limitation on Grants, Cooperative Agreements, and Contracts. In the interim, all DHHS proposals should reflect the new cap of $181,500. Effective February 1st, adjustments for FY2014 awards issued will be adjusted at this new higher rate within the HCM system.
For your convenience, the budget forms that automatically calculate the salary cap have been updated to reflect this change. Please be sure to use the new forms for any new proposals your will be submitting after January 15, 2014, and please feel free to send any questions to firstname.lastname@example.org.
Introducting SPARTA Pre-Award
As you may know, over the past year and a half, central administration has been working on a pre-award system to streamline proposal development, tracking, and submission which has been named SPARTA. The School of Dental Medicine has been chosen as the first school to go live with SPARTA in late October. To facilitate the transition, Sponsored Projects Administration and IT will be holding numerous training sessions beginning the week of September 23 with an introductory session. After that, multiple 2-3 hour hands-on sessions will be held to familiarize faculty and staff with SPARTA and its functions.
